"I have taken an oath on the Constitution of India. I am answerable to the people of India and not to any officer of the EC," he said in a statement in Hindi.
The Election Commission on Monday asked Gandhi to give a "detailed explanation" within 24 hours as to why he should not be booked for alleged violation of the MCC on multiple occasions.
The EC letter asked Gandhi to furnish an affidavit or a "very clear" narrative within a day "failing which the Commission will be compelled to take a decision without further reference to you".
Gandhi said his statement "is not for EC but for citizens of India. My political actions often trouble some people, but I never care".
The Congress claimed that the EC complaint was politically motivated and alleged that the poll body was serving as a "puppet" of the BJP-led government.
"Rahul Gandhi has taken an oath on the Constitution of India and he is accountable to the people of India, and not to any bureaucrat in the EC," Congress spokesperson Pawan Khera said.
