Former Chief Justice of India Sanjiv Khanna appeared before the Joint Parliamentary Committee examining the One Nation One Election (ONOE) Bill recently to share his views on the subject.
The 88-year-old, who was part of the Supreme Court's historic bench that pronounced the Ayodhya verdict in 2019, is the latest high-profile figure to appear before the JPC on the ONOE Bill.
Khanna's appearance is significant given that he headed a bench that ruled on a crucial aspect of the ONOE debate. In 2018, his bench had ruled that holding simultaneous elections to the Lok Sabha and state assemblies could be feasible.
The bench, however, had added that it was only an opinion and that implementing it was entirely up to the legislative wing.
Speaking to the JPC, Khanna is believed to have discussed practical difficulties in implementing the ONOE proposal. Sources privy to the discussions asked not to be named.
Khanna is expected to have highlighted the logistical challenges of conducting elections in India, where polling stations in some areas are set up in mountainous terrain, snow-clad peaks, or dense jungles.
Khanna's appearance before the JPC coincides with growing criticism of the ONOE proposal from a section of parliamentarians and constitutional experts.
Khanna's assessment of the merits and pitfalls of the ONOE proposal will be taken into account as the JPC gets down to finalizing its report.
