In a critical address during the UN’s Third Counter-Terrorism Week, UN Secretary-General António Guterres highlighted the complex and evolving nature of terrorism, emphasizing that poverty, inequality, and social exclusion are key factors that fuel the threat. He noted that prejudice and discrimination, targeting specific groups based on their culture, religion, or ethnicity, add fuel to the fire. Moreover, he pointed out that illegal activities such as money laundering, arms trafficking, and the exploitation of vulnerable individuals also contribute to funding terrorism.
Guterres stressed the importance of a multilateral, coordinated approach in addressing this global issue, as terrorism does not discriminate by region. He pointed to the UN Global Counter-Terrorism Coordination Compact as an essential tool in helping countries implement effective counter-terrorism strategies, and highlighted the UN's collaboration with regional organizations like the African Union, as well as partnerships with civil society, religious leaders, women, and youth.
The Secretary-General outlined four key priorities for the counter-terrorism community: the strengthening of the UN Global Counter-Terrorism Strategy, focusing on prevention by addressing the underlying causes of terrorism such as poverty and discrimination, ensuring that all counter-terrorism efforts are based on respect for human rights, and securing sustainable financing for these initiatives. He called attention to the ongoing humanitarian crisis in Syria, where thousands of people remain in camps under dire conditions, despite the defeat of Da'esh.
Guterres concluded with a call to action, urging nations to unite in the fight against terrorism, stressing that creating a future without terrorism is essential for the victims and survivors of this global threat.
