Jammu and Kashmir have recently witnessed significant strides in disaster management and infrastructure development to enhance resilience and response capabilities in the region. From the inauguration of strategic tunnels to the introduction of comprehensive disaster management plans, the region is making proactive efforts to mitigate the impact of natural disasters and ensure seamless connectivity.

One of the most notable advancements is the inauguration of the Z-Morh Tunnel in Sonamarg by Prime Minister Narendra Modi on January 13, 2025. The 6.5 km-long tunnel, part of a $932 million infrastructure project, provides all-weather connectivity to the previously snow-isolated region, strengthening the crucial link between Kashmir and Ladakh. This tunnel is expected to significantly reduce disaster response times and facilitate the movement of relief materials during emergencies. Furthermore, a second 14 km tunnel is under construction and is scheduled to be completed in 2026, bypassing the hazardous Zojila Pass and ensuring uninterrupted access during harsh weather conditions.

In addition to infrastructural advancements, the Jammu and Kashmir administration has approved its first-ever State Disaster Management Plan, developed with the support of the Tata Institute of Social Sciences (TISS), Mumbai. The plan focuses on strengthening institutional capacities, improving hazard vulnerability assessments, and conducting regular mock drills to enhance preparedness. It also includes the establishment of Emergency Operation Centers (EOCs) across all 20 districts to coordinate disaster response efforts more effectively.

Moreover, the government has taken a proactive approach to environmental conservation by geo-tagging thousands of iconic Chinar trees. This initiative aims to protect the region's ecological heritage while creating a detailed database for better management and disaster resilience planning.

With these initiatives, Jammu and Kashmir are on a path toward a more disaster-resilient future, ensuring the safety and well-being of its residents.
