The clinic will be located opposite the popular coastal tourist destination, albeit, proponents of the facility have said its location near beachside tourist hotspots offers anonymity and accessibility.

Meanwhile, opponents of the plan have campaigned against the clinic, suggesting it would be better located in a more industrial area, arguing the presence of the facility would negatively affect property prices and harm the area's family-friendly feel.

The state government has allocated $7.4 million towards a 10-year action plan to address alcohol and drug harm.
