An official probe has concluded that foreign states, including India, Russia, and China, have interfered in Canada's democratic institutions with the intent to destabilize the country. The seven-volume report, led by Justice Marie-Josée Hogue, is based on a 16-month investigation and testimony from over 100 witnesses. It reveals widespread attempts at political interference and disinformation targeting Canada and its officials. The report particularly highlights influence campaigns by China and India, though Russia, Pakistan, and Iran were also scrutinized. Despite these efforts, there were only a few instances of foreign states attempting to influence Canadian parliamentarians. Prime Minister Justin Trudeau's government has faced criticism for inadequate action on intelligence warnings. The inquiry was prompted by media reports and complaints from officials about ignored concerns. Justice Hogue noted a lack of urgency and poor coordination in addressing such interference. The interim report had previously identified China's direct meddling in the 2019 and 2021 elections. Erin O'Toole, a former target of Chinese disinformation, emphasized the importance of recognizing these risks to democratic allies.
