EU Unveils €800 Billion Defence Plan Amid U.S. Aid Suspension to Ukraine

European Commission President Ursula von der Leyen recently unveiled a plan to mobilise around €800 billion for enhancing Europe’s military capabilities, following the suspension of U.S. military aid to Ukraine. The plan, to be reviewed at a summit on March 7, 2025, aims to strengthen European defence and provide immediate support to Ukraine amid escalating tensions with Russia.

The plan has five key components: relaxing fiscal rules to allow defence spending beyond the 3% GDP limit, potentially freeing up €650 billion; creating a €150 billion loan facility for defence investments; redirecting cohesion funds for military purposes; establishing a savings and investment union for defence companies; and expanding the European Investment Bank’s scope to include military and police equipment investments, excluding direct weapons funding.

However, the implementation faces challenges, including uncertain timelines and the need for approval from member states, with immediate support for Ukraine unlikely. European nations, including Germany, Italy, and Greece, have generally supported the plan, but experts warn it may not be enough to significantly alter the security landscape. The upcoming Brussels summit will be critical in determining the plan’s future direction as Europe seeks to reduce reliance on U.S. support.
