The National e-Vidhan Application (NeVA) is a transformative digital workflow system implemented on the NIC Cloud, MeghRaj, designed to enhance the efficiency and transparency of legislative processes across India. By enabling a paperless environment for legislative business, NeVA allows Members of the House to manage their responsibilities seamlessly through digital means. Recently, the Delhi Legislative Assembly became the 28th legislature to adopt this system, marking a significant step towards modernizing legislative processes.

NeVA serves as a member-centric application specifically designed for legislative assemblies. It provides easy access to critical legislative information, including contact details, rules of procedure, lists of business, notices, and bills. By centralizing data, the platform eliminates the need for physical documents and streamlines legislative workflows, ensuring a more efficient governance process. The application is device-neutral and can be accessed on smartphones, tablets, laptops, and desktops, offering flexibility to users. It also features a secure page for each member, enabling them to submit questions and notices electronically. With its multilingual capabilities, NeVA accommodates India’s diverse linguistic landscape, making legislative information more accessible.

To extend its reach, NeVA also offers a mobile version known as mNeVA, which is available for both Android and iOS devices. This application ensures that legislative information remains accessible anytime and anywhere, allowing members to stay informed on the go.

The implementation of NeVA in Delhi was formalized through a Memorandum of Understanding (MoU) signed between the Delhi Legislative Assembly, the Ministry of Parliamentary Affairs, and the Government of the National Capital Territory of Delhi. This collaboration aligns with the Prime Minister’s vision of “One Nation, One Application,” promoting a unified digital approach for legislative functioning.

One of the most significant benefits of NeVA is the efficiency it brings to legislative procedures. By reducing paper consumption and streamlining workflows, the system allows members of the Legislative Assembly to access key documents, including agendas and bills, in real-time. This digital transformation enhances coordination among legislators and secretariat staff, improving overall governance.

Security and data integrity are critical aspects of NeVA, as it is hosted on MeghRaj 2.0, ensuring robust protection of legislative data. The platform features a secure digital repository that safeguards sensitive information, maintaining confidentiality and preventing unauthorized access. This security framework is essential for protecting the integrity of legislative records while supporting the broader goal of a transparent and efficient legislative system.
