Mega-Refinery Deal: BPCL and OIL's Billion-Dollar Vision

The Indian energy sector is buzzing with anticipation as Bharat Petroleum Corporation Limited (BPCL) and Oil India Limited (OIL) join forces to embark on a colossal venture. With a staggering investment of 1 lakh crore, these industry giants have set their sights on constructing a state-of-the-art Greenfield Refinery and Petrochemical Complex near Ramayapatnam Port in Andhra Pradesh. This ambitious project, poised to become a southern powerhouse, will boast an impressive refining capacity of 912 million metric tonnes per annum (MMTPA).

The Ramayapatnam complex is not just another refinery; it's a game-changer. It will introduce southern India's first-ever 1.5 MMTPA ethylene cracker unit, setting a new benchmark for the region's petrochemical capabilities. With a 35% petrochemical intensity, this facility promises to be a significant player in the industry's future. The project timeline is ambitious yet achievable, aiming for commercial operations by FY 2030.

The collaboration between BPCL and OIL is strategic, as evidenced by their recent non-binding agreement. This pact opens doors for OIL to potentially acquire a minority equity stake in the joint venture, showcasing a unified vision for growth. The project's foundation is already solid, with key statutory clearances and a vast 6,000-acre land allocation from the Andhra Pradesh government. Sanjay Khanna, Director (Refineries) and Chairman & Managing Director of BPCL, expressed confidence in the project's progress, with pre-project activities well underway.

In addition to the refinery, BPCL has secured agreements for efficient product evacuation and sustainable initiatives. A tripartite MoU with OIL and Numaligarh Refinery Limited (NRL) will facilitate the transportation of petroleum products, while a pact with FACT focuses on trading organic manure and liquid manure, showcasing BPCL's commitment to comprehensive development.
