Andhra Pradesh Land Acquisition Sparks Livelihood Crisis

The proposed land acquisition for a massive oil refinery project in Nellore district has sparked fears and protests among local residents, who are concerned about the potential destruction of their thriving agricultural and fishing livelihoods. The Human Rights Forum (HRF) has stepped in, urging the Andhra Pradesh government to reconsider its plans to acquire a staggering 16,000 acres of land for Bharat Petroleum Corporation Ltd's (BPCL) project.

The HRF's fact-finding mission in Ulavapadu mandal revealed a community deeply rooted in farming and fishing, with abundant water sources and a healthy ecosystem. The region boasts numerous tanks, such as Karedu, Seetamma Cheruvu, and Gokula Cheruvu, which irrigate vast areas of farmland, primarily dedicated to paddy cultivation. The Manneru River and the nearby sea provide additional resources for the local Yanadi Scheduled Tribe and fishing communities.

However, the proposed BPCL project threatens to disrupt this delicate balance. Residents fear that the land acquisition and subsequent pollution will irreversibly damage their livelihoods. The scale of the project is particularly concerning, with a reported 6,000 acres for the initial 9 million metric tonnes per annum (mmtpa) refinery and an additional 10,000 acres for expansion. This is significantly larger than similar projects in neighboring states, raising questions about the necessity of such extensive land acquisition.

The HRF's intervention highlights the potential for widespread displacement and environmental degradation if the project proceeds without addressing these concerns. As the debate continues, the future of this coastal community hangs in the balance, with residents determined to protect their way of life.
