In a revealing development, the Telangana government's recent caste survey has shed light on the distribution of welfare benefits among various castes in the state. The survey, titled the Telangana Socio-Economic, Educational, Employment, Political, and Caste (SEEEPC) Survey 2024, indicates that a significant portion of welfare schemes is not reaching the most deprived social groups.

The survey's findings are eye-opening: 29% of the state's welfare benefits are allocated to castes considered relatively better off, while the Scheduled Castes (SCs) and Scheduled Tribes (STs), the most backward groups, receive a smaller share. This disparity is particularly evident in agricultural support schemes, where land ownership takes precedence over addressing backwardness.

The analysis highlights that high-budget initiatives like Rythu Bharosa, an input subsidy for farmers, and free electricity for agriculture, benefit General Castes more than SCs, despite the latter being significantly more backward. This is attributed to historical landlessness, as SCs often work as agricultural labourers rather than landowners. The survey suggests that this structural flaw in welfare design perpetuates social inequalities, emphasizing the need for a shift towards a more targeted approach based on deprivation.

Kiran Kumar Vissa, a representative from Rythu Swarajya Vedika, criticizes the current system, advocating for a redesign of farm welfare. He proposes a ceiling on land ownership for support eligibility and the inclusion of tenant farmers, a significant portion of whom belong to SCs, STs, and Backward Castes. As Telangana navigates its welfare policies, the survey's insights prompt a critical reevaluation of the existing framework to ensure that resources reach those most in need.
