Sri Jayesh Ranjan, IAS, serves as the Special Chief Secretary for the Information Technology, Electronics & Communications (ITE&C) and Industries & Commerce Departments of the Government of Telangana. Under his leadership, Telangana has emerged as a leader in adopting and implementing technology in governance, a reputation the state aims to continue fostering globally.
Mr. Ranjan, a member of the 1992 batch of the Indian Administrative Service (IAS), holds a Master’s Degree in Psychology from Delhi University, a Business Management degree from the Indian Institute of Management (IIM) Calcutta, and a Master’s in Public Management from the Lee Kuan Yew School of Public Policy, National University of Singapore. He has also completed specialized training at institutions such as the University of Birmingham (Environmental Policy Analysis), JICA Training Institute in Tokyo (Lake Remediation), London School of Economics (Globalization and Leadership), Kennedy School of Government, Harvard University (Public Policy), and the Swedish Institute in Stockholm (Sustainability and CSR). Mr. Ranjan was the all-India topper of his IAS batch in 1992.
He has been recognized with numerous awards, including the World Bank’s Social Capital Visiting Scholarship in 2002 and the British Government’s Gurukul Chevening Scholarship in 2005. Mr. Ranjan has also taken on international consultancy assignments for the World Bank, UN-ESCAP, Sedatu Project in Mexico, and NGOs focused on youth issues, such as YES, Inc. (USA) and NMC (Italy). As part of the National Pool of Trainers in Leadership formed by the Government of India, he mentors and trains newly recruited civil servants. In 2019, Mr. Ranjan was awarded the Royal Order of the Polar Star by His Majesty The King of Sweden for promoting Swedish business interests in India, including facilitating IKEA’s first Indian store in Hyderabad. He also received an Honorary Doctorate from the University of Bolton (UK) in 2022 for his efforts in fostering bilateral trade and investment between the UK and Telangana.
As Special Chief Secretary of the Industries & Commerce (I&C) and Information Technology (IT) Departments of Telangana, Mr. Ranjan is responsible for developing policy frameworks, attracting investments, identifying IT opportunities for government processes, and promoting the digital empowerment of citizens. His prior roles include Commissioner and Managing Director of the Industries Department, Secretary of the Tourism Promotion Department, and Vice-Chairman of the Hyderabad Urban Development Authority (HUDA), along with over 12 years of experience in rural development across sectors such as tribal development, natural resources management, poverty alleviation, and social development.
In addition to his professional work, Jayesh Ranjan actively supports various social, cultural, and charitable causes. He serves on the boards and advisory committees of several organizations, including United Way (Hyderabad), Save A Child’s Heart (SACH) Foundation, Young Lives India, Save the Children, Sparsh Hospice, APMAS, ML Jaisimha Sports Foundation, Hyderabad 10K Foundation, Vijaya Foundation Trust, Ushalakshmi Breast Cancer Foundation, LSN Foundation, Tejas Foundation, Magic Bus Hyderabad, World Wildlife Fund (Hyderabad chapter), Hyderabad Literary Festival, Spic-Macay, Heal a Child Foundation, Moving Images, Society to Aid the Hearing Impaired (SAHI), and the Institute of Public Enterprises (IPE).
