Motorists in Hyderabad, Telangana, are grappling with inconsistent enforcement of High Security Registration Plates (HSRP) by traffic police, leading to confusion and frustration. Many drivers have received fines for irregular number plates, even though they haven't received clear instructions on how to comply with the mandate. The situation is particularly difficult for vehicle owners with older registration numbers.

Arun Abraham, a Sanathnagar resident, received a challan in June 2025 for an irregular number plate on his car, which was registered in 2014 before HSRPs became mandatory. He notes that different police stations within Hyderabad and Cyberabad enforce the rule with varying interpretations.

Aditya Rao, a private employee in Gachibowli, also received a fine for an irregular number plate on his two-wheeler in December 2024. He claims that he wasn't aware of the violation until he received the fine and that he wasn't aware of the switch to HSRP when he purchased the vehicle in 2016.

Jurisdictional overlaps, unclear regulations, and a lack of preparatory groundwork are compounding the confusion. In addition, several users have reported issues with booking appointments online to obtain HSRPs for their vehicles. Despite the ongoing enforcement, many commuters believe the process is premature, given the absence of official clarity on how and when owners of older vehicles must switch to HSRPs.

The HSRP is a tamper-proof registration plate linked to a central database designed to improve safety and traceability on Indian roads. Its phased rollout has been underway nationwide, but its implementation in Telangana, particularly Hyderabad, has been uneven. The lack of a formal government order outlining the switch to HSRP has frustrated many motorists.

The situation unfolds as the Hyderabad and Cyberabad police coordinated with the Telangana Transport Department to ensure HSRP compliance. However, the inconsistent enforcement and unfinished groundwork have created more chaos than compliance.
