The Jammu and Kashmir administration has embarked on an ambitious initiative to establish state-of-the-art Emergency Operation Centers (EOCs) across all 20 districts to enhance disaster preparedness and response capabilities. Given the region's vulnerability to natural disasters such as earthquakes, floods, and landslides, these centers aim to provide a robust framework for efficient disaster management and mitigation.
The EOCs are being developed under the National Disaster Management Plan (NDMP) 2019, which emphasizes a proactive and systematic approach to disaster risk reduction. These centers will serve as command hubs, facilitating real-time coordination between various agencies during emergencies. Equipped with advanced monitoring tools, communication systems, and trained personnel, the EOCs will play a critical role in minimizing damage and ensuring swift relief efforts.
A key feature of this initiative is the involvement of approximately 150,000 community volunteers, who will be trained in phases to assist in emergency response and rescue operations. These volunteers will be equipped with essential skills to provide first aid, evacuation support, and communication assistance in times of crisis. Their engagement aims to foster a community-based approach to disaster management, enhancing resilience at the grassroots level.
Additionally, the government is focusing on infrastructure resilience by geo-tagging key assets and developing contingency plans tailored to the region’s unique geographical challenges. This includes early warning systems for floods and avalanches, as well as public awareness campaigns to educate residents on disaster preparedness.
The establishment of EOCs is expected to significantly improve disaster response efficiency in Jammu and Kashmir, ensuring a coordinated and timely approach to mitigating the impact of natural calamities.
