On April 11, 2025, India introduced the Integrated Generation, Transmission and Storage Expansion Planning Model, a cutting-edge tool developed collaboratively by the Central Electricity Authority (CEA), The Lantau Group (TLG), and the Asian Development Bank (ADB). Aimed at enhancing resource adequacy in the power sector, the model is freely available to all Indian states and power distribution companies (Discoms).
The primary purpose of the model is to support states in crafting comprehensive Resource Adequacy plans, aligned with the Ministry of Power’s 2023 guidelines. It builds on existing work, with the CEA having already drafted plans through 2034-35. The new model allows for annual dynamic updates, making it adaptable to evolving electricity demand and supply scenarios.
Key features include its ability to simulate chronological power system operations, manage unit commitment constraints like ramp rates, and incorporate demand response and ancillary services. The model ensures zero load shedding, promotes cost-efficiency, and helps optimise the placement and sizing of energy storage facilities.
Developed entirely within India, the tool also emphasizes transparency and domestic technical capacity. The CEA plans to continuously refine it based on stakeholder feedback, making it a sustainable and collaborative approach to securing the nation’s electricity future.
