Telangana's Electronics Policy and Investment Initiatives

Telangana State Electronics Policy and Investment Initiatives

The Telangana State Electronics Policy was implemented in 2016 to promote the Electronics System Design and Manufacturing (ESDM) ecosystem within the state and across the nation.

Infrastructure Development

The government has already established 180,000 sq ft of ready-to-occupy built-up space in the E-City Electronics Manufacturing Cluster (EMC). In the first phase, the state aims to create 500,000 sq ft of plug-and-play space, with an additional 1 million sq ft planned to be developed through a Public-Private Partnership (PPP) model. These plug-and-play spaces will provide essential infrastructure for electronics companies.

Additionally, the state is setting up a common facilities center within the EMCs, equipped with world-class prototyping, testing, and calibration facilities. The IT and E&C Department has also identified new land parcels for future Electronics Manufacturing Clusters to meet the growing demand for electronics manufacturing in the state.

Development of Electric Vehicle (EV) and Advanced Chemistry Cell (ACC) Manufacturing Ecosystem

The state has prioritized the EV and Energy Storage sectors and has launched a dedicated EV and Energy Storage Policy, along with the establishment of exclusive manufacturing clusters for these industries. The Electronics Wing has hosted several companies, including Arrival and Gujarat Fluorochemicals Limited (GFL), to showcase the state's investment ecosystem and industrial infrastructure.

To position itself as a hub for EV manufacturing, the Government of Telangana has signed a Memorandum of Understanding (MOU) with the Automotive Research Association of India to set up a Testing and Pre-Certification Lab in Hyderabad. This center will provide testing and pre-certification facilities for various automobiles, including electric vehicles, and is proposed to be established in the E-City EMC.

 Launch of the Pink Book

In July 2021, the Electronics Wing launched the ‘Pink Book 2021’—an Investor’s Guide to Telangana. This compendium outlines the state’s policies across various domains, helping investors navigate the initiatives undertaken by the state.

Major Investments

- Radiant Appliances & Electronics Pvt. Ltd. has established a manufacturing unit for LED TVs in Telangana, with an initial capacity of 2.5 million televisions per year, employing 2,800 people. This facility, inaugurated on May 3, 2022, is now the largest LED TV plant in the country, with an annual capacity increased to 4.5 million televisions and a workforce of 3,800.

- Premier Energies, a leading Solar PV manufacturer, inaugurated a world-class facility in the E-City EMC in July 2021. The government has approved the company’s proposal for a new facility to manufacture 750 MW of Solar PV cells and modules with an investment of ₹700 crore, which is expected to create 500 jobs.

- Olectra Greentech, India’s largest electric bus manufacturer, has selected Telangana for its base. The government approved the establishment of an electric bus manufacturing plant on the outskirts of Hyderabad, with an initial investment of ₹600 crore and a production capacity of 10,000 units.

- Biliti Electric (Gayam Motors) received government approval for the world’s largest electric three-wheeler manufacturing facility in Telangana, with an annual production capacity of 240,000 electric vehicles (EVs) and the potential to create 3,000 jobs.

- Qualcomm announced an investment of ₹3,900 crore to expand its operations in Hyderabad over the next five years. The new campus, covering 1.5 million square feet, is set to open in October 2022, generating approximately 8,700 jobs for software professionals.

- Fisker Inc., an American EV manufacturer, has established its Indian headquarters in Hyderabad. This new operation center will focus on software development, embedded electronics, virtual vehicle development support functions, and data analytics.
