The scandal came to light through a Public Interest Litigation (PIL) filed by TDP official spokesperson and social worker Anam Venkataramana Reddy. It is alleged that officials colluded with builders and promoters to bypass occupancy certificate requirements, leading to significant financial losses and potential risks to residents.

The PIL reveals that 71 buildings deviated from approved plans, with 68 of these projects having non-compoundable deviations under the APMC Act of 1955. Officials are accused of failing to collect required penalties and revenues according to the AP Building Rules, 2017. The PIL lists 72 specific buildings where this malpractice is alleged to have occurred.

The authorities have since prepared a plan of action, including issuing notices to flat owners, builders, and landowners, with hearings under relevant sections of the APMC Act. Penalties on property taxes and water/sewerage connections will be levied, with charges filed against landowners and builders, and fraudulent relinquishment deeds, builder, and licensed technical personnel licenses cancelled.

The case is due to be heard in the High Court soon.
