Telangana Bhu Bharati Act

The Telangana government has introduced the Telangana Bhu Bharati (Record of Rights) Act, 2025, as a new initiative to resolve persistent land-related issues in the state. This move comes in response to widespread challenges faced with the earlier Dharani portal, which, although launched as a one-stop platform for land transactions, ended up causing significant distress to landowners due to discrepancies in records and a lack of accessible grievance mechanisms. Many landowners reported problems such as incorrect land categorisation, missing survey numbers, and a centralised complaint resolution system that left them with limited recourse, often pushing them towards legal battles.

With the enactment of the Bhu Bharati Act, the Telangana government aims to rectify these earlier flaws and implement a decentralised, citizen-friendly grievance redressal system. A notable change in the new approach is the involvement of various stakeholders, particularly farmers, to ensure the real issues are understood and addressed effectively. This collaborative and inclusive policy shift reflects the government’s intent to develop a more transparent and efficient land governance structure.

The Bhu Bharati Act introduces several significant reforms. It enables the correction of errors in land records and mandates thorough surveys and mapping before proceeding with registrations or property mutations, thereby reducing the scope for legal disputes. The Act also covers the regularisation of sada bainamas, taking into account actual land conditions, and guarantees the timely transfer of hereditary property rights. These measures are designed to bring clarity and reliability to land ownership records.

A core strength of the new Act is its two-tier grievance redressal mechanism. Landowners have a one-year window from the Act’s implementation to file complaints. The initial level of resolution lies with the revenue divisional officer, and if the issue remains unresolved, it can be escalated to the district collector. This system simplifies the process for landowners and offers a more accessible and quicker alternative to lengthy and expensive civil court proceedings.

One of the most farmer-friendly aspects of the Bhu Bharati Act is that it offers a cost-free redressal mechanism. Unlike the Dharani system, which required payment to lodge and escalate grievances, the new Act removes financial hurdles, ensuring that farmers and small landowners can access justice without added burden.

To begin with, the Bhu Bharati portal has been launched in four mandals as a pilot project, allowing authorities to fine-tune its functionality. There are plans to scale it up statewide by Telangana Formation Day on June 2. The overarching goal is to prevent future land transaction issues and bring about a more streamlined, responsive, and citizen-centric system.

Complementing the Act, the Telangana government has also released a detailed set of rules and procedures to support its implementation. These rules provide a framework for managing land records, resolving disputes, and carrying out property transactions in an organised and transparent manner. Altogether, the Bhu Bharati Act and its supporting measures aim to create a stronger and more effective land administration ecosystem in Telangana.
